Ministers' demands

July 9, 2003

The list of demands issued Tuesday by the Greater Metro Denver Ministerial Alliance:

1. That Denver police officer James Turney be banned forever from patrol duty in every part of Denver; that he be assigned to administrative duty for the rest of his police career; and that he undergo psychological evaluation to determine if he should hold a new job within the department.

2. That all 1,800-plus officers of the Denver Police Department undergo sensitivity training in handling mentally challenged and mentally ill people. The training should include the 911 operators and dispatchers. It should be developed within the next six months.

3. That the department's lethal-force policies be changed to allow its use less often and to require officers to defuse, rather than escalate, situations.

4. That the U.S. Justice Department review the department's practices and procedures as well as possible civil-rights violations.

5. That a stronger citizens review board be created that can change policies and procedures and recommend to the district attorney all possible punitive measures for officers who have committed wrongdoing.
